Sir Charles Decari II is the Viscount Arcana of The Kingdom of Mana.
He is in charge of all matters of magic within the kingdom.
Sir Charles Decari II ordered both the requisition of uacrin in An Order of Uacrin and funded the expedition to find The Tenebrus after it went missing.
Despite his relatively low title, he is one of the most influential people in the Kingdom of Mana second only to King Alfred Elentin and General Kitharen Bloodclan.
Sir Charles Decari II has a direct line to the throne of Mana as first cousin the King Alfred Elentin, though his rank as Viscount rather than a Duke or even Count is often a point of contention.
Charles also has a claim on a fiefdom just outside Allelwyn in Seberus but any attempt to claim taxes from outside Mana would result in being stripped of all rank.
Charles beleives he was not given the title of Viscount Arcana because of his natural aptitude for the sciences, but rather because his father is a Seberussian Elf, not a pure-blooded Manan.
